Overview

You need a licence to install traffic counting and survey equipment on the highway in Dorset. 

Equipment includes:

  • radar devices that attach to street furniture (like lamp columns)
  • pneumatic tubing that runs across the width of a road

The organisation responsible for the equipment needs to apply for this licence.

Charges

You will be charged £120 per Unique Street Reference Number (USRN)* included in the licence.

Please note that payment for a licence is due once applications have been assessed.

*USRNs are unique 8-digit identifiers assigned to every street, road, path, or cycle track in Great Britain. These numbers are used to help manage highways.

Conditions

Consent is given to place traffic counting and equipment on the highway with the following conditions:

a. application and licence (general)

  1. a full and complete application with supporting documentation must be submitted with at least 14 days' notice
  2. where at least 14 days' notice cannot be given, reduced application periods must be pre-approved by the council but the council reserves the right to decline any requests
  3. a licence is valid for a maximum of 14 days
  4. any changes to the activity necessitating amendments to a licence are communicated to the council at the earliest opportunity
  5. any changes to the activity necessitating the cancellation of an application are communicated to the council at the earliest opportunity (a refund may not be issued on any payments already made)
  6. any changes to the activity which leads to a material impact on the highway and road users, are communicated to the council at the earliest opportunity
  7. contact details for administrative use and to be used in the event of safety issues are provided and should be manned all the time or at a minimum when activities are in progress
  8. any additional terms and conditions for network management needs, on a case-by-case basis, agreed with the applicant
  9. a licence can be rejected or revoked, at any time, and without notice:
    • where the council needs to exercise network management duties in the event of unforeseen emergency situations elsewhere on the network
    • should the council have evidence of breaches of conditions in isolation, or more wholesale systemic breaches of conditions over time, which have been warned for, but not addressed

b. traffic survey equipment

  1. no installations to be attached to street lighting columns without express consent from Dorset Council's street lighting service (and this must be obtained separately). There is guidance on how to obtain this on the next part of this guide
  2. installed in accordance with the approved method statement, which must accompany the application
  3. installations must be installed and inspected by a competent and responsible person at very regular intervals
  4. installations must be removed by the time the licence expires
  5. installations must be removed promptly whenever required by the council
  6. installations must not be left in a place that could cause an obstruction to any road user
  7. faulty or dangerous installations must be attended to at the earliest opportunity and rectified or removed, else the installation will be removed by the council
  8. a 24/7 contact telephone number for public use must be displayed on the installations

c. insurances and costs

  1. public liability insurance (minimum £5 million) is required along with street works accreditation
  2. the highway shall be left in a clean and tidy condition on removal of the installations
  3. any damage to the highway or highway assets resulting from the installations shall be reported to the council at the earliest opportunity
  4. responsibility for any damage to the highway, including its assets, determined to be as a result of the installation and associated activities, lies with the licence holder
  5. the licence holder shall promptly reimburse the council for any costs incurred arising from any claims made
  6. the council will not be held responsible for any impact on surveys and data collection as a result of planned or unforeseen activities on the highway, like roadworks, events or traffic management interruptions

Before you apply

Installations to be attached to street lighting columns

WarningThis licence alone does not give you consent to install equipment on street lighting furniture - this permission needs to be obtained separately.

If you intend to install any equipment on street lighting columns, you must seek express consent from Dorset Council's street lighting service before applying for this licence.

Please contact Enerveo, working for Dorset Council, with:

  • the location of the survey equipment and street name(s)
  • column number(s)
  • exact size and weight of all the equipment to be installed
  • any method statements or supporting documents

You will receive a written decision from the street lighting service as soon as is practicable and you will need to attach this when you apply for a licence.

Please note that seeking this consent does not form part of the lead-time required for new licence applications.

Timescales

Complete applications must be received at least 14 days before the proposed licence start date.

Incomplete or late applications could result in a delay with issuing a licence, a delay to the licence start date or even an application being declined.

How to apply

It should take no more than 10 minutes to complete an application.

When you apply, you will need to provide licence details, details of the installations and supporting documents - including:

  • a clear and detailed plan illustrating the locations of all installations
  • a method statement
  • street lighting consent (if installations are to be attached to street lighting columns)
  • a valid email address which will be used for correspondence, payment and to where the licence approval will be sent
  • emergency contact details that can be reached 24/7

After you apply

You will receive an automated acknowledgement by email usually within 30 minutes. Please make note of the reference number provided which should be used in all correspondence related to the licence.

We aim to process all complete applications within five working days.

Payment

Before we can issue a licence, you will need to pay, but we will not request payment until we have assessed your application.

You will receive an email with the total amount payable and directions to make payment.

We offer the following methods of payment for this licence:

  • a secure online payment facility to pay by credit or debit card
  • other methods when an applicant is unable to pay online

You need to make payment promptly and before the licence start date.

If things change

If you need to update your application, your licence or cancel it altogether, at any time, you must let us know. Your acknowledgement email will tell you how to do this.
