Previously, Christchurch and East Dorset published a joint five year supply position reflecting the jointly adopted Local Plan covering the two former Dorset local authority areas. Since the formation of the unitary councils of Dorset Council and Bournemouth, Christchurch and Poole Council, the two former local planning authorities now form part of the larger unitary authorities.
Given the above position and to move towards the calculation of the five year housing land supply on the basis of the new unitary authorities, the Councils have taken the decision to produce separate five-year housing land supply figures for the former local planning authority areas of East Dorset and Christchurch.
For the period 2020 to 2025, the East Dorset area can currently demonstrate a supply of deliverable sites equivalent to 5.36 years. The calculation for this is available in the East Dorset Five-year housing land supply Report 2019/20, page 24, Figure 4.1.
For the period 2019 to 2024, East Dorset did not have a sufficient supply to meet the five-year supply requirement as required by national policy and can only demonstrate a supply of deliverable sites equivalent to 4.91 years. The calculation for this is available in the East Dorset Five-year housing land supply Report 2018/19, page 24, Figure 4.1.
The Christchurch and East Dorset Core Strategy set a single housing delivery target of 8,490 dwellings for the 15 year period 2013 to 2028.
The Councils published their 5 year housing supply statement for the period 2018-2023 in December 2018. This was an interim document and will be updated as necessary when the Government publishes the results of the Housing Delivery Test. The statement indicates that to meet the 5 year requirement plus a buffer of 5% based on the proposed housing delivery strategy in Policy KS4, 4,024 dwellings are required in Christchurch and East Dorset over the period 2018 to 2023. SHLAA Reports have identified land for 4,384 dwellings, which meets the requirement plus a buffer of 5% with 360 surplus dwellings. The statement also includes a trajectory showing anticipated delivery of housing against housing targets for the period 2018 to 2028.
The tables below show progress to date in terms of residential completions on planned new neighbourhoods. The Coppins development was completed in 2015/2016 and the Holmwood House site is nearing completion, with construction with 2 dwellings being completed in 2016/2017 and a further 125 completed in 2017/2018.

Core Strategy policy LN1 refers to the Homes and Communities Agency Quality Indicators in relation to private open space, unit sizes, layout and accessibility. These standards have since been superseded by new national standards. In future we will need to monitor new development in relation to the delivery of the new standards.
In the limited cases where insufficient internal space has been a key issue, we have applied the minimum internal space standards set out in the Housing and Affordable Housing SPD (page 9 paragraph 3.11). We have in a limited number of cases used the standards to negotiate increased internal space provision or to refuse an application.
The tables below relate to market housing and show the number of completions of 1, 2, 3 and 4+ bedroom market dwellings for each year from 1 April 2012 to 31 March 2018, against the SHMA requirements. The 2012 to 2013 requirements (expressed as dwellings per year) are based on the SHMA 2012. The requirements from 2013 onwards are based on the SHMA 2015 and are expressed as a percentage of total market housing completions.

Policy LN3 requires that on greenfield land 50% of housing provided must be affordable housing. All other residential development should include for 40% affordable housing. The tables below show affordable completions as a percentage of total completions for each year from 1 April 2012 to 31 March 2018.
The tables below use residential completions for a given monitoring year, so the percentage represents the proportion of these annual completions rather than a direct representation of the affordable housing percentage for a specific planning permission.

*Overall annual housing target (policy KS4) = 8,490 new homes for 2013-2028, which equates to 566 dwellings a year. Therefore the annual affordable housing target = 35% of 566 = 198)
Local Plan policy LN3 seeks that 30% of affordable housing should be intermediate and 70 % affordable rented or social rented. LN3 also requires that for developments providing for 10 or more affordable homes, 10% of these should be specialised affordable housing, i.e. specially adapted or supported housing). Christchurch and East Dorset Councils will jointly (with the Dorset Councils) be producing a Dorset-wide Gypsy, Travellers and Travelling Showpeople Sites Development Plan Document. This will identify sites for pitch delivery. The latest Gypsy and Traveller Accommodation Assessment 2017 takes account of changes to the planning definition of a Traveller, and identifies the following revised requirements for Christchurch and East Dorset (with comparison figures from the previous 2013 assessment for ease of reference):

There was very minimal need for Travelling Showpeople accommodation identified in the revised GTAA. One Travelling Showperson was identified in Christchurch but it was not established if they met the planning definition or not. No need for travelling showpeople was identified in East Dorset.
