The following policies, legislation, terms and conditions apply to all contracts for the supply of goods or services to us:
Our CPRs set out the standards and framework which contracts may be entered into by, or on behalf of Dorset Council. CPRs apply to the buying, renting and leasing of goods, services and works for the council and form part of our Constitution as set out in item 27 of the most up to date version.
The rules aim to assist officers in achieving good and lawful procurement, and to ensure that we obtain value for money and fulfil our duty of best value in all our procurement activity.
CPRs are also the basis for fair competition by providing transparent and auditable procedures to protect our reputation from any suggestions of dishonesty or corruption.
As a public sector body, we are required to comply with The Public Contracts Regulations 2015 (PCR15) (legislation.gov.uk) where procurement is over the value thresholds set by these regulations.
These regulations do not apply to the procurement of health services. For the procurement of health services, irrespective of value, we are required to comply with The Health Care Services (Provider Selection Regime) Regulations 2023 (legislation.gov.uk).
